Should parents that abuse the school application system be prosecuted for fraud?
Looks at abuses in the school application system, with reference to a parent living in Harrow who was accused by her local authority of lying on her son’s school application form. In response to Harrow council’s attempted prosecution, the then Secretary of State for Children, Schools and Families, Ed Balls, asked the Schools Adjudicator to commission a report into just how prolific this problem was. Mr Balls was of the opinion that criminal prosecutions were inappropriate in these circumstances
